Expanded Single Touch Payroll Phase 2

What is Single Touch Payroll Phase 2?

In the 2019–20 Budget, the Government announced that Single Touch Payroll (STP) would be expanded to include additional information.

The expansion of STP, also known as STP Phase 2, will reduce the reporting burden for employers who need to report information about their employees to multiple government agencies. It will also help Services Australia’s customers, who may be your employees, get the right payment at the right time.

All Cashbook customers have been approved for a deferral!

To support the implementation of STP Phase 2 the ATO has allowed many software providers a flexible, reasonable and pragmatic approach based on our business needs and readiness. 

Practical Systems has been approved an extension for all of our Cashbook customers that utilise our payroll system.  There will not be any penalties for Practical Systems or our customers in the first year of Phase 2 reporting until 31st December 2022.

If for any reason the ATO contacts you about your Single Touch Payroll Phase 2 commitments, all you are required to do is advise them that you are covered by a federal and to quote the below number.

What are the benefits of STP Phase 2

Benefits for employers

We’ll use the STP2 information to streamline employer interactions. For example:

  • You’ll no longer have to send us your employees’ TFN declarations. Your employees will provide it to you, and you’ll need to keep it with your employee records.
  • If you’re using a concessional reporting option, such as for closely held payees or for inbound assignees, you’ll be able to tell us through reporting income types.
  • If you make a Lump Sum E payment, you won’t need to provide Lump Sum E letters to your employees. You’ll have included the amount and the period it relates to.
  • If you change software or your employee’s payroll ID, you can tell us in your STP report if your solution has this functionality. This will help fix issues with duplicate income statements for employees in ATO online services through myGov.

We’ll also share payroll information you report to us in near real-time with Services Australia. They’ll use it to streamline requests:

  • for you to provide or confirm employment and payroll information about your employees
  • from your employees to provide employment and payroll information such as payslips for prior periods.

You may no longer need to provide separation certificates when your employees leave. The date and reason an employee leaves will be in your STP report.You can also voluntarily report child support deductions and/or garnishees through STP. This reduces the need to send separate remittance advice to the Child Support Registrar.

Benefits for employees

Some changes under Phase 2 will help us streamline interactions for employees, such as:

  • We’ll make it easier for employees at tax time as we’ll have better visibility of the types of income they’ve received and where it should be pre-filled on their individual income tax return.
  • Over time, the new information reported will allow us to tell employees if they’ve provided you with incorrect information that may lead to them getting a tax bill. For example, where an employee hasn’t notified you that they have a Study and Training Support Loan.

We’ll also share STP information with Services Australia so they can streamline interactions with their customers. Over time, they’ll use STP data to improve their services by:

  • prefilling details they already know – saving their customers time filling out claims and reports
  • reducing how often they’ll need to contact customers – STP will give them some information that they currently need to confirm by phone or online
  • streamlining claims – their customers won’t need to supply as many documents
  • enhancing Family Tax Benefit processes – by sending SMS and email messages to their customers when
    • STP data shows their family income estimate may be too low
    • they have a new job
    • their employment has changed.
  • helping them pay their customers the right amount
  • using STP information to improve the customer experience if a customer has debt to pay. STP information allows Services Australia to understand their customers’ recent employment and income history – this helps them assist customers to repay any money owed.

What isn’t Changing

While you’ll need to report additional information in your STP report, there are many things that will stay the same, such as:

  • the way you lodge
  • the due date
  • the types of payments that are needed
  • tax and super obligations
  • end of year finalisation requirements.

WHAT DOES THIS MEAN FOR OUR CASHBOOK CUSTOMERS

  1. We are working on delivering you an updated version of Cashbook in early 2022. This version will comply with the new STP Phase 2 requirements set by the ATO.
  2. You can continue to report and use the existing functionality in Cashbook to report your STP requirements as and when required.
  3. If the ATO contacts you at any stage about your STP submissions, all you need to do is advise the ATO representative that you are covered by a deferral and you must provide them with this code.

Superchoice is the clearinghouse and gateway service provider for the Single Touch Payroll (STP) function within Practical Systems Cashbook®. 

Superchoice has announced that they will be conducting maintenance of their STP and SuperStream portal. It will be temporally inoperable for submitting pay events.

Changes to your Invoice - Remittance details

In May this year Practical Systems announced an agreement to merge our livestock management business with our joint venture partners, Outcross Systems Pty Ltd.

This agreement includes the Stockbook individual animal management software platform together with the Stockhand mobile application and related hardware, consulting and advisory services. 

In this process, we are aiming to have as little impact on our customers as possible. Most of your dealings on this business will not change. The same great team are providing sales and support, the programs will look and operate in the same way and you can call the same number – 1800 624 688 – for help and advice.

However, one thing will begin to change from 1st December 2021. From that date, your renewal invoice will begin to be branded and issued by Outcross Systems Pty Ltd.

You will not see any change until your subscription anniversary at which point your renewal invoice will be issued under the Outcross Systems brand.

There is also no immediate change if you make monthly payments by credit card or bank transfer. On your subscription anniversary, your renewal invoice will be issued by Outcross Systems.

At the point that you receive your new Outcross Systems renewal invoice, you will need to note the changed bank details to which payments will be made.

A NEW release of Practical Systems Stockbook™, designated V2021.2.11.28 will be available from 10.00AM, TOMORROW, Wednesday, 15th December 2021.

This release includes a few minor changes within Stockbook™ 

We highly recommend that you leave this upgrade until the new year, when our office has the resources to assist you if you do not feel confident upgrading your software.

COMING SOON - The latest release of Practical Systems Stockhand™

This release includes a range of bug fixes to allow users to enter data without being promoted with a range of errors. 

Bug Fixes

  • A major issue with the main functionality of adding data in the following areas is now resolved.
        • Paddock Movements
        • Mothering Up Sessions
        • Adding products and batch numbers to treatments
        • Disposing of livestock and adding reasons
        • Entering an End Join Date for livestock in Mobs and Groups. 
  • An issue where you may have been prompted with an error when disposing of an animal has been fixed. 
  • You can now add a photo of an animal using the camera function on Android devices. 

Practical Systems has released an update to the Stockhand™ application today, 23/11/2021. This update will soon be available for iOS and Android users via your respective App Store. However, due to Google and Apple’s strict authorisation and approval process, the application may not be readily available today. We apologise for the inconvenience this might cause, please continue to check your app store for a notification about the update.

Recently we advised you of an upgrade which unfortunately resulted in some customers having some minor issues with a range of functions. This new release essentially fixes and resolves these issues which occurred.

We highly recommend upgrading your software to ensure that you are on the latest version of Stockbook. (Version 2021.2.11.18)

Stockbook release notes for version: 2021.2.11.18 released on the 17th November 2021.

Bug Fixes

  • A major issue with how long it takes to Sync Stockbook has been rectified. 
  • Master CSV file export for Sheep producers has been fixed.
  • A warning message “No lookup table specified” when in Live Entry has been resolved.
  • An issue with exporting reports to a PDF or CSV file has been fixed. 
  • You can now change the status of an animal as “unallocated”.
  • The reconciliation reports have been 
  • We fixed a few minor issues with the Stock Return Report.
  • A minor issue with the way the colour and horn status were appearing has been solved.
  • A bug that occurred when doing a multi-add has been fixed. 
  • When doing a BreedPlan Joinings/ Fate Exports and selecting Mating Data with a joining period, the report picks up all the commercial cattle as well as the stud cattle. This has now been resolved and only the stud cattle are being reported. 

Stockbook release notes for version: 2021.2.11.9 released on the 9th November 2021.

This release includes a significant change to the Stock Return report, you can now run this report using “Livestock Classes”. In addition, we also have some minor changes and bug fixes within Stockbook®.

Major Changes

  • We have redeveloped the Stock Return report. – Click Here
  • Sheep producers now have the ability to submit DNA test requests to Intertek. – Click Here
  • Customers that use Stockhand® will notice we have resolved issues in the following areas.
    • Paddock Movements
    • Recording products and batch numbers when doing treatments.
    • Recording a disposal reason
    • Ending joinings for livestock in Mobs and Paddocks.
    • Create mothering up sessions for livestock in Mobs and Groups.

Minor Changes

  • You can now assign bulk changes to fleece data stage codes (EPW, W or PW) – Click Here
  • Sheep Genetics ASBV file that contains the new reproduction traits are now visible in Stockbook. 
  • The new Sheep Genetics reproduction traits are now available to be exported via CSV and the TSI CSV export option.
  • A minor change in the schema location element in the Sheep Genetics XML file. 
  • When submitting calf registration, the “Horn” and “Colour” status will now export to the Australian Wagyu Association. 
  • Commercial cattle are now excluded in society mating data exports as well as the joining/preg test export to breed societies. 
  • Teamviewer has been updated to the latest version to ensure we can provide customers with fast and accurate support. 

Bug Fixes

  • A minor bug in the multi-add feature has been resolved.
  • We resolved an issue in the Trading report around sorting/grouping by a vendor.
  •  Minor Sync errors have been rectified.
  • The rebuild link data tool in Stockbook has been fixed. 
  • There was a minor issue when producing the stock reconciliation reports.
  • The creation of a new flock has been fixed. 
  • The position of the drop-down menu in the DNA test request screen has been rectified. 
  • Errors in Stockhand relating to iOS (Apple) & Android devices have now been eliminated.

Software access interruption

We made you aware recently that if you are a Stockbook or Cashbook user, you may have notice an issue accessing your software. 

The issue has been stabilised, and you will be able to continue accessing and utilising your software without any further interruptions. 
 
We can confirm that the interruption did NOT impact the integrity of your data stored in the software or on any of our cloud databases. 
 
We apologise for this inconvenience. Our technicians will continue to investigate the issue which caused the outage.
